A SAM2 is a vehicle activated sign that displays and records the speed of an approaching vehicle.
The Parish Council own two SAM2's. These are mobile units and are moved around the village on a regular basis.
For each location the Parish Council needs a licence from Norfolk County Council Highways department to mount a SAM2. These are the locations that the Parish council currently has licences for.

Although monitoring traffic travelling in the opposite direction, the traffic volume was almost identical to the previous month, round about 8300. So on average there has been about 16,600 vehicle movements per day along Norwich Road during the last couple on months General Comments:

For the August period the SAM 2A monitor was turned to record traffic coming towards Wroxham as opposed to previous months when it was recording traffic going towards Salhouse. The average daily volume of traffic recorded travelling into Wroxham from Salhouse was about 1881 vehicles per day. When comparing July data with August it showed a greater volume of traffic coming into wroxham than going out, (in respect of Salhouse Road). There were about 470 vehicles more per day travelling towards Wroxham, equating to about 30% . Speeding data showed slightly fewer vehicles travelling in excess of 30 mph, (about 4 to 5% fewer). The monitor will remain in the same position for September. (ie on Salhouse Road facing traffic coming towards Wroxham)

The volume of traffic travelling to Salhouse (when compared with traffic travelling towards Wroxham) was slightly lower (by about 150 vehicles per day). However regarding vehicles exceeding the 30mph limit, there was a slightly higher amount. The difference being about 4% more. Daily traffic volumes for March were higher than the previous month by about 900 vehicles per day. Vehicles exceeding 30mph were about the same as previous month. There was one significant speed recorded at 85mph, which is quite extreme for morning rush hour. It is possible this could have been a malfunction (for no other reason than travelling at 85 mph at 08:20 would be extremely dangerous at this location), however 2 vehicles were recorded at 70 mph. 5 at 65 mph and 25 at 60mph. Although this represents a very small proportion of the 200,000 vehicle movements, travelling at double the speed limit is not safe.
General Comments:
The monitors will remain in the same positions for April. (SAM 2A on Salhouse Road facing traffic coming into Wroxham and SAM 2B on lamppost 30 Norwich Road facing traffic coming into Wroxham.

A couple of vehicles were recorded travelling in excess of 70 mph. Although it was only two vehicles it is disturbing that these speeds have been recorded. Again, the major gas works on the Norwich Road has affected the data. It is possible that vehicles held up by the gas work traffic lights at the South end of the village tend to speed up excessively after leaving the road works to make up time.
General Comments:
It is important to note that continuing Road Works, the bridge flooding and seasonal Christmas traffic will have affected the data.

As mentioned above the roadworks on Norwich Road is skewing the data with volumes down and the stop / go nature of the traffic causing erratic speed data. However the data is still useful in assessing the behaviour of traffic during major roadwork maintenance and the impact of flooding at wroxham bridge.

The maximum recorded speed at 90 mph at a ‘peak' morning time would seem to be erroneous, However this is only an assumption, as no doubt some drivers might be tempted to do excessive speeds after waiting for long periods in the queues at the roadwork traffic lights.

The Mini SAM will be replaced in November with a new SAM 2. The new SAM has a larger battery which can hold charge for at least twice as long as the previous model and data can be downloaded more easily via bluetooth to an android phone. It also displays a ’slow down’ caution for vehicles travelling at excessive speeds.

The highest recorded speed was quite excessive at 90 mph recorded at 08:30 on 17.08.23. It is unlikely that even an emergency response vehicle would travel at 90 mph at that time in the morning so it could be an error. However there were also two instances of vehicles travelling at 80 mph, so it is possible the 90 mph may be true.
General Comments:
For both SAMs Sunday consistently appears to see the highest number of vehicles breaching the 30 mph limit.
