A SAM2 is a vehicle activated sign that displays and records the speed of an approaching vehicle.
The Parish Council own two SAM2's. These are mobile units and are moved around the village on a regular basis.
For each location the Parish Council needs a licence from Norfolk County Council Highways department to mount a SAM2. These are the locations that the Parish council currently has licences for.
Here is the SAM data for the period 31.10.23 to 01.12..23
The following is a summary.
SAM 2:
Location:
Lamppost 25 junction of Avenue and Norwich Road facing traffic going towards Norwich
Period:
30.10.23 to 01.12.23
Data:
Total vehicles:
168,627 (an average of approx 5276 / day).
Max speed recorded:60mph recorded 26.11.23 @ 21:30
Vehicles exceeding 30mph: Approximately 5.5 to 10% of vehicles
SAM 2 Comments:
Daily traffic volumes for November were similar to October. However, similarly to Octobers data, the major gas works on the Norwich Road has affected the data. In general, volumes are down by about 1000 vehicles / day. Making it difficult to accurately compare data with ’normal data’.
SAM 2 (new one):
Location:
Norwich Road. (lamppost 30 adjacent to social club). Facing traffic coming from Norwich.
Period:
30.10.23 to 01.12.23
Data:
Total vehicles:
192,884 (an average of 6035 per day).
Max speed recorded:
70 mph recorded 28.11.23 @ 13:45
Vehicles exceeding 30 mph:
Approximately 10 to 15% of vehicles
SAM 2 (New) Comments:
This is the first set of data from the new SAM 2. Daily traffic volumes for November were similar to October. However, similarly to Octobers data, the major gas works on the Norwich Road has affected the data. In general, volumes are down by about 1000 vehicles / day. Making it difficult to accurately compare data with ’normal data’
General Comments:
As mentioned above the roadworks on Norwich Road is skewing the data with volumes down and the stop / go nature of the traffic causing erratic speed data. However the data is still useful in assessing the behaviour of traffic during major roadwork maintenance and the impact of flooding at wroxham bridge.
More detail can be found in the attachments for both the SAM2 (new) and SAM2. If anyone would like any more information or further clarification (or if you spot any errors) please let me know and I will be more than happy to help.

Here is the SAM data for the period 01.10.23 to 30.10.23
The following is a summary.
SAM 2:
Location:
Lamppost 25 junction of Avenue and Norwich Road facing traffic going towards Norwich
Period:
01.10.23 to 30.10.23
Data:
Total vehicles:
159,602 (an average of approx 5527 / day).
Max speed recorded:
55 mph recorded 02.10.23 @ 00:50
Vehicles exceeding 30mph:
Approximately 4 to 5% of vehicles
SAM 2 Comments:
Daily traffic volumes for October were markedly lower than normal due to the major gas works restarting on the Norwich Road. Likewise the percentage of vehicles exceeding 30mph also reduced
_______________________________________________________________________________
Mini SAM:
Location:
Norwich Road. (lamppost 30 adjacent to social club). Facing traffic coming from Norwich.
Period:
01.10.23 to 30.10.23
Data:
Total vehicles:
172,756 (an average of 5,957 per day).
Max speed recorded:
90 mph recorded 09.10.23 @ 09:10
Vehicles exceeding 30 mph:
Approximately 9 to 10% of vehicles
Mini SAM Comments:
As with the SAM 2, daily traffic volumes for October were markedly lower than normal due to the major gas works restarting on the Norwich Road. Likewise the percentage of vehicles exceeding 30mph also reduced. The maximum recorded speed at 90 mph at a ‘peak' morning time would seem to be erroneous, However this is only an assumption, as no doubt some drivers might be tempted to do excessive speeds after waiting for long periods in the queues at the roadwork traffic lights.
General Comments:
More detail can be found in the attachments for both the MINI SAM and SAM2. If anyone would like any more information or further clarification (or if you spot any errors) please let me know and I will be more than happy to help.
The Mini SAM will be replaced in November with a new SAM 2. The new SAM has a larger battery which can hold charge for at least twice as long as the previous model and data can be downloaded more easily via bluetooth to an android phone. It also displays a ’slow down’ caution for vehicles travelling at excessive speeds.
Kind Regards
Ian

Total vehicles:
197,257 (an average of 7,890 per day). Note that the monitor battery was flat for 7 days during the period therefore only 25 days worth of data was recorded. Consequently the average figure has been adjusted upwards accordingly from 6,132 to 7,890.

Here is the SAM data for the period 05.08.23 to 30.08.23.
The following is a summary.
SAM 2:
Location: Lamppost 25 junction of Avenue and Norwich Road facing traffic going towards Norwich

Vehicles exceeding 30mph:
Approximately 6 to 10% of vehicles

_______________________________________________________________________________
Mini SAM:
Location:
Norwich Road. (lamppost 30 adjacent to social club). Facing traffic coming from Norwich.
Period:
05.08.23 to 30.08.23
Data:
Total vehicles:
205,644 (an average of 8239 per day).
Max speed recorded: 90 mph recorded 17.08.23 @ 08:30
Vehicles exceeding 30 mph: Approximately 9 to 15% of vehicles
Mini SAM Comments:
Traffic volumes for May were slightly higher on the previous month by about 170 vehicles per day. The percentage of vehicles exceeding 30 mph was similar to last month. The highest recorded speed was quite excessive at 90 mph recorded at 08:30 on 17.08.23. It is unlikely that even an emergency response vehicle would travel at 90 mph at that time in the morning so it could be an error. However there were also two instances of vehicles travelling at 80 mph, so it is possible the 90 mph may be true.
General Comments:
For both SAMs Sunday consistently appears to see the highest number of vehicles breaching the 30 mph limit.
More detail can be found in the attachments for both the MINI SAM and SAM2. If anyone would like any more information or further clarification (or if you spot any errors) please let me know and I will be more than happy to help. This information is passed onto Norfolk Police.

Here is the SAM data for the period 31.03.23 to 02.05.23.
The following is a summary.
SAM 2:
Location:
Lamppost 25 junction of Avenue and Norwich Road facing traffic going towards Norwich
Period:
31.03.23 to 02.05.23
Data:
Total vehicles:
209,531 (an average of approx 6573 / day).
Max speed recorded:
70 mph recorded 25.04.23 @ 09:31
Vehicles exceeding 30mph:
Approximately 8.3 to 11.6% of vehicles
SAM 2 Comments:
Traffic volume for April showed an increase on the previous month of about 400 vehicles per day (about a 6% increase). The percentage of vehicles exceeding 30 mph was similar to last month, at around 10%.
_______________________________________________________________________________
Mini SAM:
Location:
Norwich Road. (lamppost 30 adjacent to social club). Facing traffic coming from direction of Norwich.
Period:
31.03.23 to 02.05.23
Data:
Total vehicles:
239,521 (an average of 7495 / day).
Max speed recorded: 80 mph recorded 09.04.23 @ 01:50
Vehicles exceeding 30 mph: About 13% to 19% of vehicles
Mini SAM Comments:
Traffic volumes for April showed an increase on the previous months data of about 700 vehicles per day (about 10% increase). The percentage of vehicles exceeding 30 mph was slightly higher, at around 13 to 19%.
General Comments:
Both SAMs recorded an increase in volume of traffic for April when compared to the previous month. Possibly a reflection of increased visitor activity to the Broads. It is notable that there is a general trend that more vehicles tend to exceed the 30 mph speed limit when travelling into Wroxham as opposed to vehicles travelling out of Wroxham.
More detail can be found in the attachments for both the MINI SAM and SAM2.
Here is the SAM data for the period 05.03.23 to 31.03.23.
The following is a summary
SAM 2:
Location:
Lamppost 25 junction of Avenue and Norwich Road facing traffic going towards Norwich
Period:
05.03.23 to 31.03.23
Data:
Total vehicles:
160,677 (an average of approx 6170 / day).
Max speed recorded:
60 mph recorded 06.03.23 @ 02:48
Vehicles exceeding 30mph:
Approximately 9 to 13% of vehicles
SAM 2 Comments:
Comparing data when SAM 2 was situated in the same position (in August 2022) the traffic volume was about 12% higher then. However this may be expected as August is a peak holiday month with extra traffic passing through. The percentage of vehicles exceeding 30 mph was similar around 10%.
———————————————————————————————————————
Mini SAM:
Location:
Norwich Road. (lamppost 30 adjacent to social club). Facing traffic coming from direction of Norwich.
Period:
05.03.23 to 31.03.23
Data:
Total vehicles:
102,051 (an average of 6800 / day). Note: battery was flat from 14th March to 25th therefore only 15 days recorded. Average figure adjusted to account for missing data).
Max speed recorded: 75 mph recorded 27.03.23 @ 05:05
Vehicles exceeding 30 mph: About 15 to 21% of vehicles
Mini SAM Comments:
Data for the period 14.03.23 to 25.03.23 missing due to flat battery and therefore only 15 days for the period was recorded. The average daily traffic figure has been adjusted accordingly to reflect the loss of data (ie from 3925 to 6800 vehicles per day).
Comparing data when the Mini SAM was situated in the same position (in July 2021) the traffic volume was about 19% higher then. Again, this may be expected, as July is a peak holiday month with extra traffic passing through. The percentage of vehicles exceeding 30 mph was slightly lower then, at around 11 to 16%.
More detail can be found in the attachments for both the MINI SAM and SAM2.
SAM data for the period 29.12.22 to 29.01.23.
The following is a summary
SAM 2:
Location:

Vehicles exceeding 30mph:
Approximately 40 to 48% of vehicles
SAM 2 Comments:
SAM 2 has been positioned on the Salhouse Road facing traffic coming from Salhouse.
Average volume of traffic dropped compared to previous month (by approximately 176 vehicles /day). Vehicles exceeding the 30mph speed limit increased slightly compared to last month (by about 4%) . It should be noted that at weekends speeding was significantly higher than during week days (6 to 8% higher). The SAM 2 monitor has now been repositioned (as of 29.01.23) onto the main Norwich Road All51(at the Avenue junction, lamppost 25) monitoring traffic going towards Norwich
----------------------------------------------------------------------------------------------------------------------------

Max speed recorded: 45 mph recorded 10.01.23 @ 07:00
Vehicles exceeding 30 mph: About 2 to 3.4% of vehicles
Mini SAM Comments:
Data for the period 22.01.23 to 29.01.23 was corrupted and therefore only 24 days of good data was recorded. The average daily traffic figure was adjusted accordingly to reflect the loss of data (ie to 171 vehicles per day)
The traffic volume and speed data was generally as expected.
The MINI SAM monitor has now been repositioned (as of 29.01.23) onto the main Norwich Road All51 (to lamppost 30), monitoring traffic travelling towards Wroxham.
